SECTION H
DIFFERENTIAL PAY


The following classifications shall receive a "differential pay" added to the base salary whenever the assignment, work week or certification of any employee consists of one of the following:

ASSIGNMENT AND DIFFERENTIALS
  1. 40-hour work week with no time off for 10.5 holidays for Senior Water Plant Operator, Water Plant Operator, Senior Security Guard, Security Guard, and Sanitation Worker classifications

  2. Fire Equipment Mechanic, Fire Equipment Specialist, Tire Maintenance Worker and employees assigned to the Heavy Duty Section of either the Public Works, Fire, or Burbank Water and Power Equipment Maintenance Division.

  3. Fire Equipment Specialist who obtains a certificate indicating completion of training on fire equipment apparatus. Helicopter Mechanics who has attained airworthiness certificates. (AMP each Certificate)
    Twenty Five Salary Schedules

  4. Fire Equipment Specialist, Fire Equipment mechanic, or Fire Safety Analyst assigned to carry a pager.
    One Hundred Salary Schedules

  5. Asphalt spraying assignment performed by Laborer classification.

  6. Spraying with Toxic insecticides, fungicides, or herbicides for pest and weed control by Tree Trimmer, Senior Tree Trimmer, Senior Groundskeeper, Groundskeeper, Groundskeeper Helper, Landscape Leadworker and Tree Trimmer Leadworker.
    $5.00/day for four hours or $10.00/day for over four hours

  7. Possession of advisor license for spraying as described in (5) above and providing a written advisement during a pay period. If the employee has both an advisor and applicator license, he or she shall receive just the differential under this section.

  8. Regular assignment to sewer construction and maintenance performed by Laborer, Skilled Worker, Public Works Journeyman, and Street Maintenance Leadworker.

  9. Refuse collection assignment performed by Sanitation Worker or Sanitation Leadworker classification.

  10. Assignment to a "one-man" refuse collection truck performed by Sanitation Worker classifications.

  11. Regular assignment to refuse collection truck or bin repair service performed by Refuse Utility Worker and Welder.

  12. An employee in the Sanitation Worker classification who is assigned to supervise refuse crews in the field. After one year of cumulative, but not necessarily continuous satisfactory performed in such an assignment.

  13. Assignment to call-out crew for sewer construction and maintenance performed by Street Maintenance Leadworker, Public Works Journeyman, Skilled Worker and Laborer.
    One Hundred Salary Schedules

  14. All persons holding positions in the classification of Police Records Technician who are assigned the responsibility of shift supervision shall receive a differential when performing such supervision assignment.
    $1.00/hour

  15. Rangemaster that is certificated as an armorer by the manufacturer of all Police Department issued equipment and assigned by the Police Chief to perform full-time armorer function.

  16. Any clerical employee below the level of Senior Secretary, who is assigned to the taking of minutes at any official City Board, or Commission.

  17. All persons holding the position of Industrial Painter.

  18. Any person, who in the course of his or her duties, are called upon to speak a second language. This language shall not be construed as to modify existing description of duties for those affected classifications. A bilingual bonus will be paid to qualified employees who are assigned to speak a second language. Such assignment shall not be arbitrary and capricious.
    1. Individuals desiring to receive the bonus must have their proficiency in a second language evaluated through the standard method already mutually agreed upon between the City and BCEA.

    2. Employees may be required to select their shifts in such a manner to allow utilization of their expertise on all shifts. Such shift selection shall be made on the basis of seniority.
      $100/month - Full Time Employees
      $63/month - Part Time Employees (Including Crossing Guards)

  19. Assignment to a call out crew for the Traffic Signal section of the Public Works Engineering Division for traffic signal work performed by employees assigned to that function.

  20. Construction & Maintenance Workers, Water Plant Operators, Carpenters, and Cement Finishers in the Burbank Water and Power that have been trained and certified in the operation of a backhoe.

  21. Employees in refuse that are assigned to the landfill for training including all sanitation classifications, or any employee who performs work at the Landfill for a pay period or more.

  22. Employees shall receive a differential when performing lead abatement assignments.

  23. All Water Division Personnel who are assigned the responsibility of a troubleshooter or assigned to the power shift shall receive a differential when performing such assignment.

  24. All Storekeepers when assigned full time supervisory responsibility in the absence of any other on site supervisors.

  25. Assignment to Water Division stand-by duty for employees on-call for a twenty-four (24) hour continuous assignment.
    Two (2) Hours Straight Time

  26. Assignment to Water Division stand-by duty for employees on-call from the end of a regularly scheduled work shift to the beginning of the next day's regularly scheduled work shift (overnight).
    One (1) Hour Straight Time

  27. When an employee in the Water Division who is being paid a differential under (23) and (24) above to work stand-by duty, responds to a call using the computer and is not required to respond to the job site. The four hour minimum paid under Section 5.A of this Article shall not apply to computer responses unless the response results in the employee going to the job site.
    Three (3) hours of straight time for each incident

  28. Forensic Specialist and Forensic Specialist Supervisors required to be available and on stand-by duty.
    Ten (10) Hours Straight Time/Week

  29. Construction & Maintenance Workers, Construction & Maintenance Leadworkers, Carpenters, and Carpenter Leadworkers in the Public Works Department that are assigned to an emergency Building Maintenance call-out crew shall receive a differential when performing such assignment. (See Exhibit G).

  30. Forestry Leadworkers, Senior Tree Trimmers, and Tree Trimmers in the Parks Recreation & Community Services Department that are assigned to an emergency Forestry call-out crew shall receive a differential when performing such assignment (See Exhibit H).

  31. Any affected employee required to handle, work with, or remove asbestos.
    Fifty Salary Schedules for the hours actually working with or removing asbestos.

  32. Utility worker assigned full time to the handling of hazardous material at the Recycling Center.

    One Hundred Salary Schedules

  33. Employees designated by their department and certified by the State to operate a mobile crane. Management has the right to determine the number of employees who will receive this differential. In Parks, Recreation & Community Services Department, employees currently certified and trained will receive this pay at least until the time of their next certification.

  34. In order to maintain a qualified work force and retain employees in hard to fill positions, the City will provide a retention bonus under the following guidelines.
    1. Management will have the option at its discretion to offer a retention bonus to any class represented by BCEA. The selection of the class and the amount of the bonus will be totally at the option of management, but BCEA will be consulted prior to the implementation of a retention bonus.
    2. Management May at its option discontinue the retention bonus for any class, but must first discuss the reasons for the discontinuance with BCEA.

  35. Senior Animal Control Officers and Animal Control Officers required to be available and on stand by duty.
