SECTION A

VACATIONS

  1. FIRST VACATIONS
    An employee shall be eligible for use of his or her vacation after it is accrued.

  2. SUBSEQUENT VACATIONS (FULL TIME EMPLOYEES)
    Thereafter each employee shall be allowed an annual vacation with pay upon accrual, as follows:
    1. Two (2) calendar weeks per year;

    2. Upon the completion of five (5) years of continuous service, an additional calendar week shall be added to the allowance currently available and the annual allowance thereafter shall be three (3) calendar weeks per year;

    3. Upon completion of fifteen (15) years of continuous service, an additional calendar week shall be added to the allowance currently available and the annual allowance thereafter shall be four (4) calendar weeks per year.

    4. Vacation accrued in any current year may be taken in the year in which it is accrued.

    5. Employees absent without pay (excluding FMLA) in excess of 87 hours in any one month shall not receive vacation accrual for that same month. This includes the additional week allowance at the completion of their 5th and 15th year of continous service. Employees shall be entitled to a pro-rated share of this additional week upon their return to a paid status. At that time, the additional week shall be pro-rated in the same manner as personal leave.

  3. VACATIONS DEDUCTION
    Vacation allowances will not accrue during absences without pay.

  4. VACATIONS/HOLIDAYS
    Whenever a legal holiday occurs during an employee's vacation period, it shall not be charged as vacation.

  5. VACATIONS/TERMINATION OF EMPLOYMENT
    Upon resignation, death, or other termination of employment, all vacation leave accrued to the employee shall be granted and a cash payment shall be made

  6. VACATION SCHEDULING
    The Department is responsible for scheduling the vacations of City personnel so that the vacation absenteeism does not interfere with productivity or require relief personnel. Scheduling of vacations for each year should be completed during the first of the year well before summer. In case of situations in which personnel vacation preferences may conflict, there are three prerogative available:
    1. A system in which personnel alternate each year in receiving mutually preferred vacation dates.

    2. A system of definite priorities based on the rank or seniority of the personnel with conflicting requests.

    3. A system whereby the individuals with the conflicting requests informally get together and work out a solution to the conflict with the approval of the department or division head. The department manager will decide which systems or combination of systems is appropriate for her/his particular department.

  7. VACATION ACCRUAL
    Vacations shall be taken no later than during the calendar year following their accrual except that the department head may authorize such accrued vacation or any portion thereof to be carried over into the succeeding calendar year. Further carry-over of accrued vacation beyond a year's accrual shall require the approval of the City Manager. Accrued vacation that will be lost unless carried over may, in the City Manager's discretion, be compensated in cash.

  8. VACATION-PART-TIME EMPLOYEES
    1. A part-time employee is entitled to the equivalent number of vacation allotment as a full-time employee; however, the manner of computation shall be based on the number of hours worked per month. Therefore, a part-time employee will be entitled to vacation as follows:

    1 yr. To 5 yrs. - the number of hours worked per month multiplied by .0384615.

    5 yrs. To 15 yrs. - the number of hours worked per month multiplied by .0576923.

    15 yrs. and over - the number of hours worked per month multiplied by .076923.
