The City will actively enforce the terms of this Article during the life of this Agreement. The City Manager will direct the managers and executives to comply with these contracting out procedures. Part of the mangers'/executives' annual evaluation will include their record relative to compliance with this contracting out procedure and the City Manager's directive.
