POLICY

ARTICLE I PURPOSE

It shall be the general purpose of this Association:

  1. To advance the economic, charitable, social, and general welfare of all members of the City of Burbank except elected officers; to inculcate the said employees high standards of public service; and to foster a deeper appreciation and devotion to American Constitution and ideals;

  2. To represent members in all matters concerning, but not limited to, wages, hours, insurance, fringe benefits and similar benefits;

  3. To assist members and their families in distress by measures involving sick benefit relief, death benefits and similar benefits;

  4. To serve as a cooperating center for members of the City of Burbank and for other agencies interested in the general welfare of said city;

  5. To accomplish the above purposes by acquiring by purchase, donation or otherwise, any property, real or personal, and to hold, use and dispose of the same; to transact business of any nature, other than for profit, conducive to the successful accomplishment of the purposes for which this organization is formed.

ARTICLE II

INSURANCE AND MEMBER-ONLY BENEFITS

  1. As of November 1, 1984 a city employee must be a Regular or Associate Member of the Local to be eligible for any BCEA/AFSCME Insurance or any member-on benefit.

  2. Members are entitled to join the Death Benefit plan. Upon notice of a death of a participant a $2.00 assessment will be levied upon each member of the association. The beneficiary on file for a member shall receive Two Thousand Dollars ($2,000.00) within 72 hours of BCEA's notification of said member's death. It is the member's responsibility to keep the union office informed of current information on file.

ARTICLE III

ASSESSMENTS

  1. From each member's dues a sum of two dollars ($2.00) per year shall be set aside to provide a Welfare Fund to be administered by the Executive Board. The Welfare and Benefit Fund is to assist members and their families in distress.

  2. From each member's dues a sum of two dollars ($2.00) per month shall be set aside to provide a Legal Fund to be administered by the Executive Board. At the discretion of the Executive Board these monies may be used for general operation of the local.

  3. Assessments may be imposed upon the regular members by a 2/3 vote of members present at a regular or special meeting. The interest monies from these funds may at the discretion of the Executive Board, be used for general operation of the local.

  4. Individuals who are employees of the City of Burbank, but who are not within the bargaining unit, and who wish to maintain associate membership shall pay a fee of fifteen $15) dollars per month through payroll deduction. Said members shall not be eligible for candidacy to selective offices within the local or representation rights.

  5. Individuals who are employees of the City of Burbank and are represented by the BCEA but choose not to become members shall pay a service fee (Fee for Representation) equivalent to sixty five percent (65%) of union dues. Said individuals shall not be members of the BCEA or afforded any membership rights, including but not limited to eligibility for candidacy for elective offices within the local. The only exception to the service fee shall be those employees who qualify for and provide documentaiton of a religioug exemption.

  6. Members of the BCEA may be assessed one dollar ($1.00) per month for deposit into the Political Action Committee (PAC) Fund. This assessment will be considered voluntary and automatic unless the member notifies the Secretary-Treasurer in writing yearly, he/she does not wish to participate in the Political Action Fund. The monies collected under this assessment shall be deposited into a special account and used exclusively for the purpose of political contributions.

ARTICLE IV

PERSONNEL

The employment or release from employment of any person employed by the Local shall be approved by a two-thirds vote of the Executive Board at a scheduled Board meeting.

ARTICLE V

COMMITTEES

  1. The President, with the approval of the Executive Board, shall appoint such committees as he/she deems necessary to carry on the affairs of the local.

  2. The stewards Council shall be comprised of the Chief Steward as Council Chairperson and Stewards elected or appointed from the following groups and each group will be represented by the designated number of stewards:

2-Police and Fire, Non-Safety, Animal Shelter

1-PW Sanitation
1-PW Traffic and Warehouse I

  1. It shall be the specific duty and obligation of each individual Steward in fulfilling his/her responsibility to:

    1. Discuss with and help employees within their own departments who have departmental grievances and/or disciplinary actions, and to bring all such grievances and actions to the attention of the Association via the Chief Steward; and

    2. Inform employees within their own department of Association business and activities; and

    3. Promote membership in the association among those employees within their own department; and

    4. Distribute all mail, bulletins, and other literature sent out by the Association; and

    5. Report or have reported to the Association those matters discussed at the monthly Steward/Department Head meetings

    1. Regular meetings of the Stewards Council shall be held once each month, at a time and place to be fixed by the Executive Board.

    2. A Steward may be removed from office by the President with a concurring majority vote of the Executive Board members present at an Executive Board meeting during which the issue is raised. The said steward may be removed for cause, lack of performance or missing two (2) or more consecutive meetings without a proper excuse.

    ARTICLE VI

    EXPENDITURES

    1. Any expenditure over $100.00 is to be approved by a two-thirds vote of the Executive Board members present at a Executive Board meeting.

    ARTICLE VII

    AMENDMENTS

    This policy may be amended, revised, or otherwise changed by a majority vote of the members voting on such proposed change. A planning meeting may be called to propose amendments to this policy. The proposed amendments will then be transmitted to the Secretary-Treasurer for distribution to the Executive Board. Any regular member of the local may propose amendments by filing such proposal(s) in writing to the Secretary-Treasurer for distribution to the Executive Board. The Executive Board shall review and make recommendations to the membership concerning the same. All amendment(s) shall properly identify the individual(s) who submitted them. The amendments will be read, discussed, debated, and voted upon at a general membership meeting of the local union. Adequate and proper notice shall be given to the membership prior to the date on which the vote it taken. A written copy of all proposed amendments shall be furnished to every eligible voter at the meeting at which the vote is taken.
